National Institutional Ranking Framework
The National Institutional Ranking Framework (NIRF) has been launched by Ministry of Human Resource Development (MHRD), Government of India on 29th September, 2015. This framework outlines a methodology to rank institutions across the country. The methodology draws from the overall recommendations broad understanding arrived at by a Core Committee set up by MHRD, to identify the broad parameters for ranking various universities and institutions.
Parameters covered
The parameters broadly cover the following
Teaching Learning and Resources-
These parameters are related to the core activities of any place of learning. These lay emphasis on measuring numbers and quality of faculty, library and lab resources and general facilities for development of young persons. These are organized into the following sub-parameters:
Student Strength including Doctoral Students
Faculty-student ratio with emphasis on permanent faculty (FSR)
Combined metric for Faculty with PhD (or equivalent) and Experience (FQE)
Total Budget and Its Utilisation: (CBTU)
Research Professional Practice & Collaborative Performance -
Excellence in teaching and learning is closely associated with the scholarship. Equally, faculty members are expected to make their knowledge and expertise available to benefit the society and industry. These parameters, therefore, attempt to measure the quantity and quality of research output as seen through international data bases, IPR generation and interface with industry and fellow professionals. These are organized as follows:

Combined metric for Quality of Publications (QP)
IPR and Patents: Filed, Published, Granted and Licensed (IPR)
Footprint of Projects and Professional Practice And Executive Development Programs (FPPP)
Graduation Outcome -
This parameter forms the ultimate test of the effectiveness of the core teaching/learning activity, and measures the student graduation rate and their success in finding appropriate placement in industry and Government or taking up higher studies. These are organized as follows:

The Ranking framework lays special emphasis on representation of women and socially challenged persons in student and/or faculty populations, and also on outreach activities of the institution. These are detailed below:

Frequency of ranking
As decided by the Ministry of HRD, Ranking of institutions of Higher Education will be an annual exercise. Ranks will be declared on the 1st Monday of April every year.
Ranking of institutions 2019
In the fourth edition of India Rankings, a total of 3127 institutions have participated. Collectively they have submitted 4867 distinct profiles, under various disciplines/categories. This includes 1479 for overall ranking, 970 Engineering Institutions, 555 Management Institutions, 301 Pharmacy Institutions, 80 Law Institutions, 113 Medical Institutions, 65 Architecture Institutions and 1304 Colleges.
Major Changes Introduced in India Rankings 2019
In addition to normalizing publications, citations have also been normalized by number of faculty in Overall, Engineering, Pharmacy and Medical categories, from this year onwards
Number of beds in a medical institutions / colleges has also been incorporated as a sub-parameter for “Foot-prints of Professional Practice” for ranking of Medical institutions;
Number of papers that appeared in the top 25 percentile of cited papers in the world (instead of India) for a given discipline was taken as sub-parameter for evaluating “Research and Professional Practice” ; and
Article published in 50 journals identified by Financial Times (FT50) is incorporated as an additional sub-parameter of RP for ranking of Management institutes.
As a matter of practice, 100 institutions are ranked in Overall, University and Colleges categories whereas ranking is kept restricted to only 15 to 75 institutions in all other domain-specific rankings (Architecture, Pharmacy, Law, Management and Medical) because of reliability of data. However, number of Engineering institutions that are ranked this year has been increased from 100 to 200.
Although the Central Government funded institutions, in general continue to do well, some of the state-funded and private universities also appear prominently. Some private institutions and universities have consistently occupied good positions, and some have been rising in their ranks, thus indicating that they offer value for money to their students. Maintenance of consistent or improved positions over previous years clearly indicates that it has not been a one-time random event. This should augur well for Higher Education.
It can also be observed that public-funded institutions including CFTIs, a few deemed-to-be-universities and centrally funded universities hog the most of the top-ranks in almost all categories of rankings. Moreover, a significant number of state and privately funded universities and institutions appear in top 100 ranks in various categories of ranking
